TCA9617B: Vcca=3.3V and Vccb=0V could be OK when the device is disabled?

Hello,

At my customer's app, Vcca = Vccb = 3.3V during normal operation.
But during not under operation, Vccb could be 0V during Vcca =3.3V.
Is this OK? TCA9617B could not be damaged?
After getting back to Vcca = Vccb = 3.3V, TCA9617B resume to work correctly?
