TUSB8020B-Q1: unable to enumerate devices with usb 2.0 when the divice is inserted into dowmstream of tusb8020

the schematic diagram of tusb8020 is as follow

current phenomenon is as follow

1、when the device with usb 3.0 was plugged into downstream port,It works well;

2、when the device with usb 2.0 was plugged into downstream port,It fail to work. the host can't enumerate the divice;

3、when execute "tcpdump -i usbmon3 -w usb.pcap"  in system terminal,the device that can't be enumerated above was available;

what's wrong with this?

when the usb 2.0 device is inserted,D+/D- signals were captured on the upstream of tusb8020,downstream were captured also.

upstream as follow(ch1:D+  ch2: D-),have none change on the D+/D- line:

downstream as follow (ch1:D+  ch2: D-):
