The S refers to DP83867ISRGZ having both SGMII and RGMII; The R refers to DP83867IRRGZ having just RGMII. With this in mind, if the design does not necessitate SGMII, then yes, DP83867IRRGZ can replace DP83867ISRGZ without redesign.
