TUSB1210: Trouble setting up FPGA + TUSB1210 as device

Hello, I am attempting to configure a Xylinx ZyncUltrascale+MPSoC FPGA + TUSB1210EVM as a mass storage device, but the device is not recognized by the host PC.
After programming the FPGA to the TUSB1210 appears to send RX CMDs continuously as shown.


Bits 3:2 of the RX CMD do update when the USB is connected to the host PC to indicate a valid VBus as shown below.

However, the debug ports on the FPGA AXI interface indicate the VBus is not valid. I am using roughly 2-inch jumper wires to connect the FPGA to the TUSB1210, maybe this is causing too much delay?

The TUSB1210EVM jumpers are set as follows:
J6[1-2] output mode
J7[open] output mode
J9[2-3] CS connected to VDD1P8
J11[open]
J8[open]
J3[1-2] Extern Power Switch Bypass
J5[1-2 and 2-4] Device
