DS80PCI102: When accessing for the first time, the CPU is always unable to link the end device.

Hi Team,

When my customer uses DS80PCI102, it is configured to use PCIE 3.0 in pin mode.
It is found that when accessing for the first time, the CPU cannot always link the end device. After using it once, the link can always be stabilized every time afterwards. I don't know why.
There is no abnormality in checking the configuration, and I don't know where there is a problem.

Other configurations:

ENSMB=0= PIN MODE

VOD=1.2

DEMA/DEMB=  float -3.5dB

EQA1: EQA0 = R 0, : 

EQB1: EQB0 = 0 F :

RATE=F

RXDET=F

sd-th=F
