Hi King,
Vol is the output low voltage seen on the SDA line when the open-drain driver pulls the SDA line LOW. This Vol is set based on the pull-up strength of the resistor RL to VCC.
A better idea of this might be present in figure 1 of the datasheet which shows the SDA output low voltage (VoL) vs. load current (IoL) at three different VCC levels.
