Is auto-negotiation turned on or is the PHY forced to 100BASE-T?

Hi Tom,
The Link Up timing depends on multiple factors Auto-negotiation, MDI/MDI-X convergence and the Link Partner.
If the DUT is forced at 100-mbps, Link partner has to auto-negotiate and Link has to be formed using training and auto-negotiation convergence. Typically it will 1-2 secs.
