Figure 13 shows DOUT2 (PCB1) connected to DOUT2 (PCB2), and the rest of the signals connected likewise. Isn't this a mistake, connecting two outputs together?

A 9-pin connector for RS-232 probably is DE-9, for which crossover cables (null modem cables) exist. But the pin numbers are wrong, and the ninth pin is labeled "8".
It looks like Richard Martin reported this issue over 5 years ago, but the data sheet has not been updated.
