Mode 1/2/3 are different bootstrap modes, to place the PHY into specific modes of operation.

Table 8-17 explains about the 3-level strap resistor ratios for PHY addresses, if you refer to Table 8-19 it describes about the different STRAP functions achieved by configuring the PHY in Modes 1/2/3.
