TUSB2046B: Upstream port speed

Hi,

I am fairly new to USB design and am looking at a hub to connect 4 full speed devices to a host. What I dont understand is the following: Throughput from the downstream ports to the host is limited by the upstream port wire speed, so if I have 4 downstream devices all trying to push data to the host at close to the max speed(say 10mbps)  I will need greater than full speed upstream throughput. So, In summary, can the upstream port on this device handle 4 downstream full speed ports operating at constant 10mbps data rate (forget overhead for now, just assume that is incorporated in the figure)
