This is possible to do with the TUSB9261; however, we do not provide software support.
We can provide source code examples that should enable the customer to upload firmware from the SoC, but again the source code will be unsupported.

I summarize again about customer's situaton below.
They have test on thier proto board which includes TUSB9261.

After working Linux, SoC detects TUSB9261 but doesn't detect SATA.
(No EEPROM at external TUSB9261)
How can they detect SATA on thier board?

If this is related to loading the firmware. As I said, there is no software support. Typically, the firmware for the TUSB9261 is either loaded through the driver or from external SPI flash. To load firmware through the driver you can use the Linux source code, the Windows driver source code, and the TUSB9260 Flash Burner - User Guide (Rev. D) (ti.com) to figure out how to do this.
How are they attempting to detect SATA? Can you send the test procedure the customer is using and any test logs, screenshots, or error messages?
