1. I'm not sure I understand your question. All our devices will provide some level of ESD and Surge protection. Most of our ESD/TVS devices have very low dynamic resistances. Are you looking for a device with lower dynamic resistance?
2. We also recommend data line protection. I'd suggest looking at our USB ESD & Surge Protection app note for device recommendations by USB type (2.0, 3.0, etc).

Hi Fred,
Some devices were designed with maximizing the surge current protection ratings while others will focus on a higher ESD rating. As I mentioned all ESD/Surge protection devices will provide some level of both ESD and Surge protection.
If you're looking for devices with higher surge current ratings, the TVS family is a good option if you don't need 30kV ESD protection.
We also have the TSM36A which will provide 30kV IEC ESD protection and 40 A of surge current protection (8/20us).
If you're asking when to use ESD protection vs. Surge protection this is application dependent. For USB, surge protection will mainly be a concern on the power line (Vbus).
