is RT1062 an usb otg device?

TUSB320 can be host or device in DRP mode.

Yes it supports OTG.

Before an USB is attached, we are getting around 1.2V instead of 3.3V on both ID and Int_N. But after USB attached, getting 0V on ID and Int_N. Is this an expected behavior ?

behavior is right,  but you need to pullup iD and INT .

Did you connect ID to anything else? it should be 3.3 v before type_C cable connected.

Yes ID pin is pulled to 3.3V with 220K resistor and is connected to GPIO pin of RT1062.

The  GPIO is 1.2v IO?

No it is 3.3V GPIO bank. Other than ID pin, do we need to sample any other signals to detect when a host or device is connected. Please let me know if any correction is required in the schematic.

Also, from software point of view, are we able to function OTG USB controller as Type A USB host, if USB_EN high makes VBUS enable at all times.

looks weird.

But Vbus can not be always high, how do  you contoll USB_EN? Vbus should be on after CC conencted and ID goes low.

USB_EN is not always high. It is controlled by switch based on ID 

Maybe Gpio has PD resistor , so there is voltage divider for ID.

We are getting 3.3V on ID pin. Thanks.

Another point to discuss is that, we have configured PORT pin to DRP mode. When we connect usb-C to laptop and identifies the usb COM port in device manager, Can we confirm TUSB is working in device mode.
