TCA9416: VOH and VOL

I2C devices do not have this VOH parameter since the driver is open-drain configuration and is only capable of driving a low. The external pullup resistor will rise up to VCC in idle state. As for VOL, this depends on your output current and external pullups used at the output (although the I2C specification requires at most <0.4V with 3mA output current).

The I/O pins of the TCA9416 are not digital. For voltages below the lower supply, it acts as an analog switch (i.e., the output voltage is almost the same as the input voltage). For higher voltages, the switch is open, and the output voltage is determined only by the pull-up resistors.

Yes; the TCA9416 has open-drain outputs.

The term "open drain" does not apply to inputs.

Anyway, the four data pins of the TCA9416 are both inputs and outputs, and they work with I²C open-drain signals.
