Can DS560DF810 be used for 1:2 Fanout buffer in PCIE (Gen4 or Gen5)? Not Mux/Demux.

Or are there other better recommended solutions?

No. PCIe uses point-to-point connections, so a simple 1:2 fanout on the electrical level is not possible. You would need a dedicated PCIe packet switch like the XIO3130. (This is the only PCIe switch made by TI.)
