DP83869 can help via bridge mode, but it will be extremely important that there is speed uniformity across the signal chain. RGMII can determine speeds via RX_CLK, while SGMII has auto-negotiation.

2x DP83869's may help with this application so long as there is no swapping who talks with who.

So long as PHY1 and MAC3 are connected together, and PHY2 and MAC4 are likewise, this should be fine. It would not be fine if there is dynamic switching between MACs where MAC1 might be required to talk with MAC3 and MAC4.

Could the DP83869 when configures as bridge mode (RGMII-SGMII) support all three speeds, 10, 100, 1000Mbps?

It can support all speeds. Just make sure the speeds are uniform throughout the signal chain.
