Thanks for this question. It looks like you are using the DS90UH948 datasheet, rather than the DS90UB948, but there is a typo in the Overview section, and it should say "3.35 Gbps" instead of "2.975 Gbps." For dual port data rate, you would divide the PCLK in half and multiply it to the 35-bit symbol to calculate the data rate (data rate [Gbps] = (PCLK [MHz] /2)*35). Therefore, in your Dual Link example with the UH948, the data rate would be (188.4MHz/2)*35 = 3.297Gbps, which fits in the specifications.
The UB948 has the same specifications as the UH948 in this regard, so a 188.4 MHz PCLK for Dual Link fits the specifications (using the same calculation aforementioned).
