The I²C signals can be pulled up to a voltage higher than VCC.
There is no hot-swappable I²C buffer with two separate supplies.

As Clemens has mentioned, we do not offer a hot-swappable buffer with dual supplies specifically for level-translation. TCA9511A or TCA4307 would be a good device choice when compared to the PCA9512A or LTC4315.
While our hot-swappable buffers do not have dual supplies specific for level-translation, I agree with Clemens comments on having the I2C signals being pulled up to a voltage higher than VCC.
What voltage level is the customer trying to translate to? 1.8V to 3.3V, 3.3V to 5V, etc?

Sadly, customer application are only 3.3V or 1.8V to 3.3V.
If operate on 1.8V to 3.3V application, which means both TCA9511A and TCA4307 can not be used on their product.
Am I right?

The TCA4307 and TCA9511A would work with the voltage ranges of 1.8V / 3.3V / 5V, but they do not conduct proper level translation. You could try using the TCA9509 which is a buffer with dual supply for level translation, however, this device does not support hot-swap capability. The hot-swap portion would have to be done with external components in addition to the TCA9509.
