What EQ value will be set if user doesn't program CTLE value in I2C mode?

How about RX_DET default setting in I2C mode? In I2C mode RX_DET pin is uses as SCL and the pin has about 5kohm pull up, not pull down and not floating. What setting is read at power up as default RX_DET? Is it L3(floating)?
