DP83848J: registers to monitor our PHY's RX/TX status or if we have other methods to verify our PHY is working normally

Hi Brian, 

You may check the link status and speed in register 0x10. Any receive errors are shown in register 0x15. I believe this should be sufficient to show the health of the PHY. If packet transfer is happening, the PHY is operating normally.
