My customer use TCAN1044VDRQ1, we intended the RXD down to low when the STB down to low. But it was remain 3.3V. Why?

RXD has an internal pull-up to VIO which is why RXD remains at 3.3 V.
When STB is low, then the device is in Normal Mode, so RXD will mirror the bus state. When there is no activity on the CAN bus then the CAN bus will be in a recessive state which is a logic high. This may also be why RXD is also high.
