TCA6424A: Driving the ADDR pin

I have a customer that wants to be able to change the address of the TCA6424A by toggling the ADDR pin on the device. I have two questions...

Does this pin need to be at a stable state before the TCA6424A is powered? Or can it be changed after the device is powered?

Also, If I were to put a pull down resistor on the ADDR pin, will that be a sufficient pull down to produce a '0' ADDR value?

             Follow up... Is there any internal pull up or pull down that I would need to take into consideration if I were to configure the TCA6424A this way (i.e. with an external pull down on the ADDR pin)?
