Page 16 of the DP83867IR DataSheet shows VOL for 2.5-V VDDIO It is written as 0.6V at IOL = 4mA. When VOL is 0.6V (MAX), it is higher than the VIL of the other device and violates it. Do you have data for VOL with an IOL of 2mA and 1mA?
