I don't know if I can guarantee 100% compatibility, but the devices are very similar.
Looking at the 68 pin FN package from TI, the devices are p2p with the exception of pin 31 where TI device has NC (no connect) and MAX linear has 16,68# (Intel or Motorola) selection pin. TL16C554AFN looks to have only intel mode available.
There are probably more subtle differences too. TL16C554AFN includes baud rates for 1.8432 MHz, 3.072 MHz, 8 MHz, 16MHz clock options while MAX linear provides a data rate table only for 14.7456MHz. I could not be 100 percent sure that the TI device will have the same divisor measurements at 14.7456 MHz, since we did not evaluate this type of external clock input in the datasheet.
In general, the summary of registers for each device look to be similar, but I am not too confident to say they are exact. It looks like there are some additional registers in the TI device at addresses 0 and 1 (DLL and DLM) registers when DLAB = 1. The internal registers for the max linear device seem to match up mostly with the registers in table 3 of the TI datasheet.
From an electrical characteristic perspective, the devices are similar but of course not exactly the same. Some of the timing parameters measure different numbers, ICC has different maximum range, and the input capacitances are similar but difference of 1pF.
So overall, the TLC16C554AFN is probably the best match for the ST16C554DIJ68-F device, but care must be taken to consider all of the minute differences between the datasheets.
