Yes maximum current of 600mA is good.
You can disable RX_DET. Please note there could be interoperability issue between root complex and the end point - this depends on these two entities. In PCIe specification, root complex and the end point expect RX_DET to be enabled. Additionally there is PERST# signal for synchronization purpose. I am not sure how you are planning to bring this signal across fiber connection.
