The customer is looking for a UART to RS232 IC, is this suitable? Does it need to convert the voltage again? Thank you

The MAX232 has two drivers and two receivers; this is more than needed in that image. There are other transceivers that also work with a 3.3 V supply.
Here is a search for 1+1 transceivers: https://www.ti.com/interface/rs-232/products.html#286=1;1&287=1;1&184nom=3.3;5 (The MAX and TRS devices are identical, SN are older; "E" indicates better ESD protection.)
All these transceivers automatically convert between the logic voltage and the RS-232 bus voltages.

As Clemens mentioned the MAX232 has more drivers/receivers than you would need - it will work you will just have unused pins.
