Power over Ethernet (PoE) generally refers to a 10Base-T or 100Base-TX system sending power over one of the unused twisted pairs in a standard 4 pair ethernet cable. Are you asking if the automotive single twisted pair PHY can be used with standard ethernet cable, and one of the 3 unused pairs be used for power? Or are you referring to Power Over Data Line (PoDL) where power is sent on the same single twisted pair cable as the data?
Can you also share more information about the application that would require this?

My customer needs the PoDL function, where power is sent on the same single twisted pair cable as the data. May I know if it can support this function? or need to add an extended power circuit?
They would like to use this function to deliver the power to the automotive rear camera module (12V/500mA).

The DP83TC813 can support PoDL, yes. You will need to add the necessary power circuits.
