DS280MB810: Backplane Solution

I'm looking for hardware solution to distribute 28GbE over backplane.

My two endpoints of each link will be FPGAs with appropriate GbE XCVR Hard IP.

Ideally, I would like to avoid on-board magnetics traditionally required between PHY and RJ45 connectors.
My assumption is that redrivers "alone" enables me to accomplish direct-interconnection (FPGA-to-FPGA or FPGA-to-Switch IC) over backplane.

Any application guidance on this?

    You are correct you can use DS280MB810 for signal conditioning between FPGA to FPGA or a switch over back plane. One thing to note, MB810 takes care of the ISI due to the pcb. However, if there are multiple connectors and there is high reflections or cross talk then in that case a retimer is more appropriate - for example a part like DS280DF810. Suggestion is to use IBIS-AMI model of these parts along with your FPGA, transmission media, and backplane/connectors s-parameter models to do signal integrity analyses.  This will clearly provide optimum solution for your application.
