One of my customer is facing the issue in configurating the Ethernet PHY address.
The PHY address is set to 00000 by the below configuration:

they have made the configuration as above but still the PHY doesn't take this address and seems to be stuck on 0x01 which is the default address of the PHY.
operating DP83822 in RGMII mode and have made the configuration as below:

I asked to verify the bootstrap resistors configuration as per data sheet as 1.96k but still the issue persists.
The voltage levels they see at these pins are as mentioned below:
- RX_D0 : 0.011 V
- RX_D1: 0.233 V
- RX_D2: 0.202 V
- RX_D3: 0.231 V
- COL: 0.011 V
out of two PHYs they connect, they could not verify the individual addresses and cannot point to the individual one.
