2 repeater doesnt achieve exact double cable length extension, why is this?

If this device is like a buffer, the signal of 1s and 0s will be regenerated at the device with internal comparator, so if 100 repeaters are used, it should be able to extend 100 times. Isn't it right?

Also is it possible to estimate the effectiveness when using 2 of this repeater device. I know PCB and cable loss will be there, but is there any rule of thumb?

    You will have to look at each retimer individually. For example, if the cable loss is too much, then the first re-timer will not able to fully compensate the loss and the 2nd cable will then be short so the 2nd re-timer can help clearing the remaining loss of the first cable plus the loss of the second cable.
