We purchased the parts of THVD1420DRLR from TI Store, and we found that there is vinyl on the pin, pls help suggest the reason for that.
And pls suggest whether that affacts usage.

If there is vinyl on the pins and you bought from the TI store I would pursue a return https://www.ti.com/support-quality/additional-information/customer-returns.html as while the device itself could be functional the vinyl on the pins could increase current density on the exposed metal increasing the contact resistance - so it could cause a degradation in performance -and cleaning the pins could induce mechanical damage depending on the strength needed to remove the vinyl. Due to those reasons I would purse the link above as this does seem to be either a packaging issue or a mechanical compliance issue so it should be a straight forward process.
