I think the PHY Identifier value is the same for both DP83822IF and DP83822I.
Is there any way to distinguish which part number, IF or I, is connected to the CPU through MDIO or any other way?

I was referring to Bits[3:0] of Reg 0x0003 (which will be the same for both I & IF versions). After consulting with my team there is no way to be able to tell via Software alone. You can only tell by Physical Top-side marking on the PHY.
