DP83848K: phy address abnormal

We used M2S150T SOC MII link dp83848 on our end, but now the SOC controller is accessing the phy address abnormally. Then, we used gpio to simulate SMI accessing phy, but no data can be read back. gpio simulated SMI timing without connecting to MII, just releasing the reset, and accessing phy with an external clock of 25MHz and 25MHZ_ Out pin output 25MHz. 4.7K has been replaced with 2.2K. Please help analyze the reason for the abnormal phy address.
