When UB941 and UB924 are paired, UB941 cannot read I2C address of UB924,And link can't be locked.How to solve this problem?

This seems to be a hardware issue. Right at power-up without running any script on the 941AS you should have auto-lock between SerDes as follows. Please check your hardware mode_sel straps and cable.

It depends on what your system configuration is for your hardware. Mode straps should configured for STP and not Coax
