if the TCAN4550 won't be sourcing any current through VCCOUT, is the 10uF capacitor at VCCOUT still needed, or can the pin remain unconnected?

Hi Martin,
Yes, this is still required because the VCCOUT also is the source for the 5V used internally with the CAN circuits. This 5V LDO can source more current than will be consumed internally which allows it to be used for external circuitry which is why the pin name is called VCCOUT. However, it does require the 10uF cap to filter and stabilize the 5V LDO regardless of whether it is used to power any external circuits.
