DP83826I: External pull-up/pull-down resistor to prevent logic instability

To prevent undefined port logic on the MAC side, external pull-up/pull-down resistors are added to pins 15, 16, and 20.
When DP83826I is set to Strap, the pull-up/pull-down resistor is enabled, but is there any problem with its operation?
