    Hello Murali,

    The MAX232 converts logic signals to RS232. It also converts RS232 signal to logic signals.
    It does not have a USB interface.

    A micro-controller with a USB interface could be connected to a MAX232 for a USB to RS232 interface application.
    The hardest part is wrting or finding open source software.
