What you are describing is throughput test. While you will need to consult with the MAC vendor for how to enable traffic, for external loopback you will need to connect external cable to RJ-45 with RX pins shorted to TX pins. For PHY loopback, MII loopback (Reg 0x0[14]) is only required.

For this test, you will need to consult with the MAC vendor to enable traffic. From a PHY standpoint, the only procedure needed is for PHY loopback, where Reg 0x0[14] = '1' for MII loopback. Otherwise, PHY configuration is default.

I am basing my answer on the diagram above discussing u-boot. In my experience I have not heard of mactest in a u-boot context. Doing a brief search I only one instance of mactest in a competitor specific source tree in u-boot.
From a Linux context TI reviews performance during SDK release testing using standard Linux utilities. Ti does not do MAC testing in the u-boot context.
TI does provide MAC loopback testing SW as part of the MCU+ SDK that has source code that the customer can compile. Here is a link to CPSW section of the user guide describing loopback testing. This code is not part of a u-boot/Linux environment.
