Just double check with that when VDDIO=3.3V, the High input voltage for signals on both MDC and MDIO is 1.7v, and Low input voltage for them is 0.8V, is it right?

Definition of VIH is the lowest voltage that the PHY can recognize as high or pull up is 1.7V. If the voltage is less than 1.7V, the PHY cannot recognize whether it is pull high or pull low and result in an unkonwn stage. 1.7V is the boundary voltage, we still recommend pull up voltage equals to VDDIO for high voltage signal and 0V for low voltage signal.
