R74 for PWRCTL_POL should be pullup to high as well. Also please try SMBUSz should be high or floating

Since it is difficult to remove R78, I left R78 mounted and mounted a temporary 10kΩ in R74 of PWRCTL_POL and pulled it up to High.
As a result, PWRCTL1 remained Low (invalid).
I have a question.
The reason for implementing R78 is to pull down SMBUSz to Low to enable SMBUS. This is because the upper CPU is SMBUS.
Is setting SMBUSz High or floating to disable I2C or the external interface?
When SMBUSz is low, hub is in SMBUSz mode.
The TUSB8043 waits indefinitely for configuration by the SMBus host and will not connect on the upstream port until the SMBus host indicates configuration is complete by clearing the CFG_ACTIVE bit.
if you don't clear CFG_active bit, hub will keep waiting.
