If Supply voltage(VCC) was 3.3V, Could I use 3.3V GPIO as Control pin 'S' ?

In datasheet, Vctrl pin= VCC or GND

When V_CC = 3.3 V, then 3.3 V is a valid logic level.

When Vcc=3.3V, 1.8V is Valid also? (0.46 x VCC)

Just barely. Check the worst-case tolerances of your power supplies.
