VIL = low-level input voltage.
In this case for testing the switching characteristics, a low-level input voltage of 0V will be applied. In I2C, this VIL could range from 0V to 30% of VCC. Technically for EN = 3.3V, a VIL of 0.99 V would also be acceptable.
