Hi Yusuke,
Since you are configured for UFP, the CC lines should not exceed 2.04V at the maximum current value of 3A. This ensures that the 320 will detect the attached DFP. You can see this maximum voltage in the datasheet:
In CC negotiation, the DFP will hold both CC1 and CC2 at 5V. When a UFP is attached, the UFP presents pulldowns that lower the voltage on the CC lines to fall within a detection range (shown in the datasheet table). What voltage is present on the CC lines will depend on the current mode setting of the DFP.
Here is the table in the USB-C spec that defines this value as well.
