SN65DP159: N Channel output not functioning

We are building a video device where the source of the output signal is an Altera FPGA.  
The problem is out put on the 4 N channels is flat - meaning it is not the inverse of the corresponding P.  
Pins are 

21  OUT_CLKN
22  OUT_CLKP

24  OUT_D0N
25  OUT_D0P

26  OUT_D1N

27 OUT_D1P

28 OUT_D2N

29 OUT_D2P

All 4 P lanes produce what appears to be correct signaling.  All 4 N lanes produce no signal.  When polarity is flipped, The situation remains the same.  Meaning P lanes are correct N lanes are not.  


This would lead me to believe there is a configuration issues versus a schematic error.

Any help or suggestions greatly appreciated.
