CLKがLOWのままです何か問題がありますでしょうか？

The PCA9306 is a passive switch. A line is low only when some other device pulls it low; when no device pulls low, the pull-up resistors make it high.

You have to find out what other device is responsible for pulling the line low.

同じ回路上にTCA9517Aも載っております。

これが影響していることはありませんか？

CLK、DATA側がホスト（MPU）です。

If the TCA9517A is disabled, EN = LOW, will the stuck LOW on SCL go away?
