Would DS320PR410 meet your need, https://www.ti.com/product/DS320PR410? You can pull RX_DET to ground through a 1k resistor to disable the PCIe state machine.

Whether this Redriver can be used in RAW SERDES mode? I wont be using this IC for the PCIe interface.

For RAW SERDES, there's no protocol involved; instead, we'll transmit and receive random data at the specified data rate using a PRBS generator.
