Test conditions: Power off for 7 seconds, power on for 7 minutes. When repeating the test, there is a 10% probability of delayed power on. What is the reason for this?

Hi Anson,

I'm going to need a little more information. What timing aspect are we testing here? When the PHY's power on is delayed, what are the functional symptoms of this?
