If the lock signal is low, there is either too much loss or signal reflection on the link for the 948 to recover the clock and serial data from the stream.
What serializer are you using and what cable type and length is being used?

Our products use 949 and 948. At present, the clock pin of 948 is low, the port 0 is used in 949, and the line is coaxial single-ended with a length of 2.5 meters. The schematic diagram is as follows
