DP83822I: why DP83822I and DP83867 have different connections to magnetics for TPI?

Hello all, 

After looking for information on internet, I couldn't figure out why DP83822I needs 49.9 ohm resistors to 3.3V and DP83867 doesn't need. We are facing some problems because when we power off our device, the ethernet cable still supplying the board somehow, it doesn't happens every day and not with every board, but we identified that when we release the ethernet cable, the power off happens normally, when it is connected, the product remais turned on but not completely, 3.3V is being hold in ~1.6V.

After removing the 49.9 ohm resistors from ethernet magnetics, the power off works fine in every situation... 

So the question is why do we need them? Sorry if this question is obivious but I couldn't figure out alone.
