DP83867E: About MDIO operation with external microcontroller

Please tell me how to access registers by operating MDIO of DP83867E.
We are currently evaluating the DP83867E EVM.
Among them, register settings and references are performed using "MSP430F5529 LaunchPad Development Kit" and "USB-2-MDIO-Tool".

At our company, we plan to eventually use another microcontroller to operate MDIO.
Are there general-purpose microcontroller products that directly support MDIO (IEEE 802.3-2002 clause 22, clause 45)?
Some general-purpose microcontrollers are equipped with interfaces such as I2C and SPI, but is it correct to think that they can be used instead?
